BRIEFING OF DECOM AND PECOM – DISTRICT VI ELECTIONS

The National Electrification Administration (NEA) in its memorandum and subsequent institutional advisory has mandated the conduct of briefing for officers who will serve as District Election Committee (DECOM) and Precinct Election Committee (PECOM). Organized for the purpose, the members of the two committees were selected from a pool of teachers and they were given the briefing on how the election shall be conducted and were given time to raise concerns and clarifications about CAPELCO’s programs and services and other issues relating to the widespread power interruption that happened in the first week of January 2024.
Board President and Chairman of the BOD Committee on District Elections, Engr. Salvador A. Asis underscored the pivotal role of the Board of Director of an electric cooperative because they are the one that set its strategic direction. Given the responsibility, they are required to undergo continuing education and continuously learn in order to make them better equipped to decide matters that are highly technical in nature. This is primarily why NEA has required BOD to have finished at least a four-year course.
Director Mitchelle John B. Patricio of District III (Pilar and President Roxas) and Director Moises M. Paligumba, Jr. of District IX (Cuartero and Dumarao) appreciated the teachers for their efforts to be part of the CAPELCO’s District Elections and assured them that while they have their own assigned districts, they serve the entire franchise area of CAPELCO. They assured the participants that they are continuously learning to be effective not just in legislating policies but also in setting the direction of the cooperative in terms of investment, operation and administrative policies.
The lone official candidate for District VI (Mambusao and Jamindan) Director Roel Roque. A. Martinez shared that his long years serving as director representing District VI can be considered fulfilling and rewarding. He explained that, while he hailed from Mambusao, Jamindan also have a special place for him since he knows most of the people in the place. He announced that the election is for his last term because of since age limitation but he assured him that he will serve and ensure that he will make an indelible mark at CAPELCO after his term expires.
The guidelines for the District Elections was explained by Mr. Rey T. Cordenillo, Membership Services Division Supervisor and the participants was welcomed by Jocelyn T. Luching of Mambusao Elementary Central School.
