BRIEFING OF DECOM AND PECOM – DISTRICT VIII-A ELECTIONS

The briefing of the member of the District Election Committee (DECOM) and Precinct Election Committee (PECOM) relative to the manner by the which district elections is going to be conducted is a mandated prerequisite provided under Republic Act 10531 (Electric Power Industry Reform Act) and its Implementing Rules and Regulations and the NEA Memorandum No. 2014-019 (Guidelines on the Conduct of District Elections for Electric Cooperatives). Notwithstanding that there is a lone official candidate, the electric cooperative, through its Institutional Development Support Services Department is instructed to conduct the activity which in this case, for a pool of teachers of Capiz National High School who will be serving as DECOM and PECOM on February 24, 2024.
Board President and Chairman of the BOD Committee on District Elections, Engr. Salvador A. Asis stressed the value of the having quality policy-makers in an institution. This is the reason why candidates for member of the board of an electric cooperative have higher qualifications and must go through a stringent process of scrutiny ensuring that they are academically and technically competent, active in their participation to the affairs of the cooperative, acts in manner that is decent and really give their best to serve and uphold the interest of the member-consumers-owner (MCOs) that they represent. He lauded the participation of the teachers and appreciated them for their service.
This was echoed by Director Moises M. Paligumba Jr. of District IX (Cuartero and Dumarao) who was once part of a local sanggunian shared the need to learn and constantly capacitate themselves to better understand the operation of the electric cooperative. He shared that they have just completed the training course required of a director as part of their continuing education.
Engr. Edmund D. Beluso representing District VIII-B (Roxas City South) who is seeking re-election as a lone official candidate holds the distinction of being the first retired CAPELCO employee who became a member of its Board of Director. He explained that his long experience have prepared him for the task but even with that, he still have to learn especially to appreciate and decide on the recent trends and challenges affecting the electric cooperatives in the country. He assured everyone that the Board, diverse their experience maybe, are united and committed to better improve the services of CAPELCO.
The guidelines for the District Elections was explained by Mr. Rey T. Cordenillo, Membership Services Division Supervisor and the participants was welcomed by Mr. Charlie Begas, Principal of Capiz National High School and the DECOM Chairman.
