The Barangay Power Association (BAPA) serves as a microcosm of CAPELCO where meter reading and bill collection is being assumed by BAPA. This is an activity pioneered in Capiz to make payment accessible at the barangay instead of paying extra transportation cost for consumers just to go to area offices or Bayad Centers to pay their bills. BAPA in return are given incentives and discounts in exchange of the services they perform in behalf of CAPELCO. Well managed BAPAs have become prompt payors and have raised substantial amount of funds for their own operation and for other projects in support of their community.
Director Moises M. Paligumba, Jr, shared that in order for the BAPA to be successful, there is a great need for transparency to its members. He pointed out that it is best for BAPA to implement individual disconnection so that only those members who have not paid will be disconnected and not the whole BAPA because it will inconvenience those who are paying. He announced that the Board of Directors are crafting new and revised policy for BAPA in order to make its operation more sustainable. He announced that as Board of Directors, they are not only legislating policy for CAPELCO but are mandated to conduct Information, Education and Communication (IEC) in their respective districts in order to hear concerns of the member-consumer-owners (MCOs) that they can address in terms of technical, financial, legal and institutional aspects of CAPELCOโs operation. He welcomed and answered other concerns that BAPA members asked as to the programs and activities of CAPELCO.
As a whole, the meeting was able to clarify concerns of the BAPA members and the BAPA Finance Chairman was able to fully explain matters surrounding issues raised during the meeting. The meeting was facilitated by personnel from the main and area offices of CAPELCO.
