MOBILIZING COMMUNITY SUPPORT FOR LINE CLEARING OPERATION

In an effort to address recurring problems of emergency power interruption in the area, CAPELCO and the Barangay Officials of Barangay Milibili convened a multisectoral group designed to mobilize support for its line clearing operation. The consultative event was attended by barangay officials, volunteers and property owners or their representatives which tackled the issue and discussed salient provisions of Republic Act No. 11361 or the “Anti-Obstruction of Power Lines Act.”
Director Engr. Edmund D. Beluso who represented District VIII-B, Roxas City South where Milibili is connected, related that the activity is part of his traditional consultation started during Barangay Visitations which he conducted annually. This time, the focus is how to mobilize the community to support the effort of CAPELCO for line clearing operation and the implementation of the provisions of Republic Act No. 11361. This event, he explained, is to resolve the right-of-way (ROW) concerns which prevents CAPELCO from proceeding with the line clearing.
It was explained that CAPELCO will participate in the 2024 NEA-EC Simultaneous Line Clearing and Tree Planting and the schedule for the line clearing was agreed to be on Friday congruent with the nationwide schedule. The participants to the consultative meeting were encouraged to participate in the event and they appreciated learning about the salient provisions of the law. They offered support for the initiative stating that it is their contribution to provide solutions to problems affecting the community.
Apart from Milibili, Barangay Bato also sent their representatives to the consultation in the hope to replicate the same initiative in their barangay.
