CAPELCO BAC Participated in NEA Seminar on Revised Procurement Guidelines

Capiz Electric Cooperative, Inc. (CAPELCO) recently participated in a two-day seminar conducted by the National Electrification Administration (NEA) on the Revised Procurement Guidelines and Simplified Bidding Procedures for Electric Cooperatives held on May 5-6, 2025 at Diversion 21 Hotel, Iloilo City.
The seminar focused on the Implementing Rules and Regulations (IRR) of Republic Act No. 10531, which was revised in 2017 discussed by Mr. Glen Mark F. Aquino, CPA, Acting General Manager of Isabel Electric Cooperative, Inc.- 1 (ISELCO- 1).
The revised guidelines aim to improve the procurement process for electric cooperatives, incorporating necessary provisions and amending certain sections adopted from the Government Procurement Reform Act (RA 9184). Key highlights of the amendments include changes in bidding procedures, Updates include exceptions to brand name references, widened scope of advertisement posting, and revised rules on liquidated damages and advance payments and etc..
The seminar attended by members of the Bids and Awards Committee (BAC) led by Dir. Emmanuel M. Oquendo and Engr. Don Baticados ,BAC Chairman along with Engr. Marlon Balbuena, Mr. Kenneth Emmanuel Tipon, Engr. Heinz Bernard Besana, Mr. Denver Albao and Mr. Hardy John Anisco .
It provided CAPELCO with valuable insights into the revised guidelines, enabling the cooperative to enhance its procurement processes and ensure compliance with regulatory requirements, transparency, accountability, and efficient management of resources in serving its member consumer owners.
