What was once a long-held hope for many off-grid communities in Capiz is finally becoming a reality.

In a historic and heartening development, 19 sitios across the municipalities of Pilar, Maayon, Pontevedra, and Dao are set to benefit from the 𝗦𝗶𝘁𝗶𝗼 𝗘𝗹𝗲𝗰𝘁𝗿𝗶𝗳𝗶𝗰𝗮𝘁𝗶𝗼𝗻 𝗣𝗿𝗼𝗴𝗿𝗮𝗺 (𝗦𝗘𝗣) 2025, bringing light and opportunity to hundreds of households that have waited years — some, decades — for access to electricity.

The project was formally recognized during a community gathering where no less than Governor Fredenil H. Castro and First District Representative Cong. Howard A. Gintu expressed their commitment to bringing progress to the farthest reaches of Capiz.

“𝙏𝙝𝙞𝙨 𝙥𝙧𝙤𝙟𝙚𝙘𝙩 𝙬𝙤𝙪𝙡𝙙 𝙣𝙤𝙩 𝙝𝙖𝙫𝙚 𝙗𝙚𝙚𝙣 𝙥𝙤𝙨𝙨𝙞𝙗𝙡𝙚 𝙬𝙞𝙩𝙝𝙤𝙪𝙩 𝙪𝙣𝙞𝙩𝙮,” Gov. Castro said. “I am thankful for the full support of Cong. Gintu, our municipal and barangay officials, and the communities of the 19 sitios. Together, we are turning promises into power.”

Adding technical assurance to this milestone, Acting General Manager of CAPELCO, Engr. Edgar D. Diaz, confirmed that the SEP Project is already under implementation — with a clear roadmap in place: from identifying sitio beneficiaries, to housewiring installations, to the final energization phase.

“𝙏𝙝𝙞𝙨 𝙞𝙨 𝙣𝙤𝙩 𝙟𝙪𝙨𝙩 𝙖 𝙥𝙡𝙖𝙣. 𝙄𝙩 𝙞𝙨 𝙝𝙖𝙥𝙥𝙚𝙣𝙞𝙣𝙜. The SEP is a testament that with cooperation — from the CAPELCO Board, management, and our local government — true development reaches even our most remote communities,” Engr. Diaz shared.

As part of the preparation, CAPELCO’s Institutional Services Department (ISD) conducted a Pre-Membership Orientation Seminar (PMOS). This initiative ensures that future Member-Consumer-Owners (MCOs) understand the process — including requirements, timelines, fees, and the long-term benefits of being part of the cooperative.
